How do I convert a PDF without uploading it?

Use a converter that renders the PDF in your own browser. filetity draws every page with pdf.js, the same engine Firefox uses to display PDFs, at the resolution you choose, and hands back JPG images, PNG images or a PowerPoint file with one slide per page. Nothing is uploaded, so there is no queue and no copy of your document on anybody's server, which matters when it is a contract or a bank statement. Converting to an image makes the text unsearchable, which is the point when you are sending something that must not be edited and a problem when you needed the words, and for that the PDF to Word and PDF to Text tools read the text layer instead.

Rendering each page as an image removes the text layer, so what arrives is exactly what you saw and nobody can quietly change a number in it.
Slides that were sent as a PDF
PowerPoint out gives one slide per page at the page's own size, which is closer to presentable than pasting screenshots into a deck.
A page you need at print resolution
300 DPI is four times the pixels of the 150 that reads well on screen, and the page says which you are getting before it starts.

Every page is rendered by pdf.js, the engine Firefox uses to display PDFs, running inside your tab at whatever resolution you pick. What comes out depends on what you asked for: JPG or PNG gives you one image per page, and PowerPoint gives you one slide per page sized to the page it came from, so nothing is cropped or stretched. The document is read from disk by the browser and never sent anywhere, which is the part that matters when the PDF is a contract, a bank statement or a passport scan.

What formats are supported?
PDF in. JPG, PNG or PPTX out. Word and plain text are separate tools, because they extract the text rather than render the page, and the linked pages say what that costs.
What are the limits?
No page limit. Resolution goes to 300 DPI, which is print quality and roughly four times the pixels of the 150 that reads well on screen. A password-protected PDF is refused with the reason rather than handed back broken.
Does it work on mobile?
Yes, on any modern mobile browser. Large files are limited by the memory the phone gives the browser.
Does it work offline?
Yes, once the page has loaded. The tool keeps working with no network connection.
Which output do I actually want?
If somebody needs to look at it, JPG. If it has to stay sharp when it is scaled or needs a transparent background, PNG. If you are going to present it or paste pages into a deck, PowerPoint. If you need the words back so you can edit them, neither of those will do and the PDF to Word and PDF to Text tools are the ones you want.
Why is PDF to Word a different page?
Because it is a different operation. Everything here renders the page as a picture, which is exactly right when you want it to look identical and exactly wrong when you want to edit the words. Extracting text means reading the text layer and rebuilding a document from it, which is lossier in a completely different way, and it deserves its own page saying so.
What DPI should I choose?
150 for anything read on a screen, which is the default. 300 if it is going to be printed or you need to zoom in, at roughly four times the pixels and four times the file size. Anything above that is rarely worth the wait: the PDF itself usually does not carry that much detail.
Is a converted PDF still searchable?
No, and this is the honest cost of rendering. A JPG or a PNG of a page is a picture of words, so nothing can search or select them. That is a feature when you are sending a document you do not want edited and a problem when you needed the text, in which case use PDF to Text or run OCR on the images afterwards.
