How do I convert audio between formats without uploading it?

Which format should I actually pick?
MP3 when it has to play on anything, including a car stereo. M4A when the destination is modern, because AAC sounds better than MP3 at the same size. OGG when you want the smallest file and control the playback software. WAV only when something demands uncompressed audio, because it is roughly ten times larger.
Why is MP3 handled differently from the others?
Because no browser can write it. Chrome and Firefox both decode MP3 and neither will encode it, so an encoder is served as a separate file and loaded when you pick MP3. That is also why other browser-based converters quietly upload your file instead: it is easier than shipping an encoder.
Does converting between two lossy formats hurt?
Yes, a little, every time. Each lossy encode discards information permanently, so MP3 to M4A to MP3 is worse than the original even though nothing visibly happened. Convert from the best copy you have rather than from something already converted, and convert once.
Will it convert a file with an unusual sample rate?
Yes, resampling where the target requires it. MP3 supports only six sample rates and nothing above 48 kHz, so a 96 kHz recording comes down, and Opus works internally at 48 kHz. The page states the rate it is going to write before you start rather than changing it quietly.
Is there a size or length limit?
None imposed here. The whole file is held in memory while it is converted, so the real limit is your device, which on a desktop means very long recordings are fine and on an old phone means they are not. Nothing is queued and nothing is uploaded, so there is no server limit to hit.
